OpenAI submits AI action plan to the US government, emphasizing free development and response to China's competition

Recently, OpenAI submitted a proposal report to the U.S. government on the development strategy of artificial intelligence (AI), led by the White House Office of Science and Technology Policy. The report highlights how to maintain the U.S. leadership in the field of AI and respond to China's rapid progress in the technology field.

OpenAI proposes that the United States should adopt a "freedom-centered" AI development strategy, encourage open access to technology, protect creators' rights, and avoid excessive regulatory constraints. The report also recommends that the U.S. government establish voluntary cooperation with the private sector to reduce the constraints of state-level regulations. In addition, OpenAI proposes to develop an export control strategy and establish a reasonable copyright policy to protect the rights and interests of creators and ensure that AI models can be learned from copyrighted materials.
The report stressed that to meet China's challenges, the United States must strengthen infrastructure construction and quickly deploy cutting-edge AI tools to maintain its competitive advantage. OpenAI believes that excessive regulation will hinder AI innovation and affect the US's technological leadership, and calls on the government to support the free development of AI technology.
In January this year, U.S. President Trump signed an executive order pledging to strengthen the United States' dominance in the global AI field and demanded the formulation of relevant action plans, which are expected to be submitted to the president in July.
